The historic aerial imagery files were collected and utilized in 2009 as part of the change analysis task of the "Developing a Coordinated Watershed Approach for Linking Compensatory Mitigation and Tampa Bay Habitat Restoration Goals" project of the Tampa Bay Estuary Program. The imagery was used to help locate and delineate freshwater wetlands that existed during the 1950s that were not included in pre-existing historic wetlands datasets. In 2013, this dataset was updated to include all of Manatee County, including a 0.5 mile buffer of the county.

One of the goals of the Tampa Bay Estuary Program's project was to recreate a GIS layer of freshwater wetlands as they existed in the Tampa Bay watershed in the time period around 1950. Some areas within the watershead had historic wetlands data available (which was provided by the USGS). For the other areas, it had to be created by heads-up digitizing from historic aerial imagery. This dataset is the end product of that initiative.
In 2013 this dataset was updated to include historic aerial imagery within all of Manatee County.

Spatial processes were run to determine which areas of the Tampa Bay watershed did not have historic wetlands data already available. For these areas georeferenced historic aerial imagery were sought out. Aerial imagery provided from FWC and SWFMWD covered a large portion of Hillsborough County, Pinellas and, to a lesser extent, Manatee County. For the remaining areas in Manatee County, as well as Polk and Pasco counties, digital imagery was obtained from the University of Florida. These images were not spatially referenced, and had to be manually georeferenced by Florida Center staff.
Aerial images needing to be georeferenced were first exported from Mr.Sid files into TIFs and then brought into Adobe Photoshop to have any superfluous borders cropped out. The images were then brought into ArcMap and compared against 1970 imagery (also provided from SWFWMD) to locate areas with features that were both present and structurally similar over the span of years. Examples include buildings, road intersections property lines and, less ideally, waterbody and wetland boundaries. These features were used to create control points which served as the known geographic coordinates to help spatially reference the historic imagery. A minimum of six control points were located for each georeferenced image. Root Mean Square (RMS) errors were kept to 5 meters or less when possible. Spatial reference information was updated to each image file once the georeferencing process was complete.
Once all the acquired imagery was georeferenced the files were then used to delineate the freshwater wetlands that are contained in the "Wetlands_1950_Final" feature class. The imagery was then mosaicked into one complete raster dataset for ease of use. The accompanying "Imagery_SourceFootprints" feature class shows the extent of each of the original source files used to create the final mosaic.

In 2013, Manatee County and the TBEP contracted the Florida Center and Community Design to expand the extent of the original dataset to include all of Manatee County, along with a 0.5 foot buffer of the county boundary. Historic imagery was obtained to fill this area from the University of Florida. Imagery was processed using the same process steps outlined above, and then mosaicked together with the original imagery covering the Tampa Bay Watershed.
